If used in the phrase 有情有义, the 情 actually refers to sympathy for the weak, friendship for friends, love for the beloved, affection for relatives, compassion for others. 义 refers to loyalty, trustworthiness, morality and justice. So when someone is described as 有情有义, it means that the person is kind, values feelings, loyal and upright.
